On a message in one of the team’s mailboxes, choose Block sender for the team. Mail from that sender then goes to Junk in all the team’s mailboxes, for everyone who answers them. Admins make rules for the team’s mailboxes with New rule for the team. Those rules apply to the team’s mail, and only admins see and change them.
